[9521] Added the Sample Type to the MRO Worksheet.

[9496] When you uncheck the DOT checkbox, if there
are DOT Administrations checked, it will now ask you
if you want to clear them. 

[9540] Added a global setting option to the required
fields. Now you can require a homebase only if at least
one homebase is active.
